El sector turístico de Vietnam tiene como objetivo recibir a 110 millones de viajeros este año, incluidos unos ocho millones de extranjeros, e ingresar alrededor de 27 mil 500 millones de dólares.

Crecimiento impresionante después de la pandemia de COVID-19

El jefe de la Administración Nacional de Turismo de Vietnam, Nguyen Trung Khanh, indicó que en 2022 debido a las fluctuaciones de la situación económica y política mundial, las actividades turísticas mundiales no se restablecieron como se pronosticó, sino que se desarrollaron lentamente, especialmente en Asia.

El Ministerio de Cultura, Deportes y Turismo y el sector de la industria sin humo han implementado de manera activa muchas soluciones y tareas importantes, y han logrado resultados sobresalientes, contribuyendo a la recuperación del desarrollo económico después de la pandemia.

El 2022 fue el primer año para reanudar las actividades turísticas bajo una nueva normalidad desde el 15 de marzo, y hasta el momento Vietnam ha cosechado resultados alentadores.

Según Nguyen Trung Khanh, Vietnam recibió el año pasado a 3,66 millones de viajeros extranjeros, alcanzando 70 por ciento de la meta fijada a principios de año. El número de los turistas nacionales registraron 101,3 millones, superando la cifra de 85 millones reportada en 2019 antes de la pandemia de la COVID-19. El ingreso del turismo se estimó en 21,5 mil millones de dólares, lo que representó el 66 por ciento de 2019.

El espectacular crecimiento del mercado turístico nacional después de la pandemia de la COVID-19 es un punto brillante y afirma su importancia para el desarrollo del sector en el contexto de que la industria del ocio del mundo enfrenta muchas dificultades.

Con la reapertura de las actividades turísticas a partir del 15 de marzo de 2022, Vietnam fue valorado por la Organización Mundial del Turismo (OMT) como uno de los países con políticas de más puertas abiertas del mundo. A la vez, devino uno de los primeros países en abrirse en la región.

Según el informe de 2022 del Foro Económico Mundial, el índice de capacidad de desarrollo del turismo de Vietnam en 2021 ocupó el puesto 52, una subida de ocho lugares con respecto a 2019, en el grupo de los tres países con buena mejoría del mundo.

En los premios World Travel Awards 2022, el turismo de Vietnam ganó de manera excelente 16 categorías de premios principales en el mundo y 48 en Asia.

En los últimos cinco años, Vietnam fue honrado como el principal destino patrimonial del mundo tres veces y el principal destino de Asia cuatro veces, además de recibir el título de “Mejor destino de golf de Asia” concedido por la organización World Golf Awards 2022, junto con otros galardones internacionales conquistados por las localidades y empresas vietnamitas.

Inmediatamente después de la reapertura del turismo, Vietnam se centró en promover la campaña de comunicación “Live fully in Vietnam” (Vivir plenamente en Vietnam) con el fin de atraer a más viajeros foráneos.

Aprovechando la celebración de los XXXI Juegos Deportivos del Sudeste Asiático (SEA Games 31) en el país, el sector turístico promovió la imagen de un turismo de Vietnam seguro, amigable y atractivo a las delegaciones deportivas y turistas internacionales, contribuyendo al éxito del evento deportivo. En esa ocasión, la nación indochina produjo el video “Vietnam: ¡Viajar para amar!- Brillemos y vivamos plenamente”.

Esperando avances sobresalientes

Además del “espectacular” regreso después de verse fuertemente afectado por la pandemia de la COVID-19, la industria sin humo aún enfrenta algunas dificultades y desafíos.

El turismo mundial sigue reportando cierta recuperación pero no ha vuelto al nivel de 2019; el turismo interno sigue teniendo crecimiento pero la velocidad se desacelerará; mientras tanto muchos de los principales mercados turísticos de Vietnam aún no se han abierto por completo.

En 2023, el sector turístico de Vietnam se esfuerza por cumplir la meta de dar la bienvenida a 110 millones de viajeros, incluidos ocho millones de extranjeros y 102 millones de nacionales, para ingresar 27 mil 500 millones de dólares.

El turismo se enfocará en tareas claves como publicar la “Planificación del sistema turístico de Vietnam en el período 2021-2030, con visión para 2045” una vez que sea aprobada por el Gobierno; materializar la estrategia de marketing turístico para 2030, el proyecto “Aplicación de la tecnología de la industria 4.0 para desarrollar un turismo inteligente y promover esta industria para que se convierta en un sector económico de punta” y el programa de desarrollo turístico comunitario vietnamita después de que se aprueben estos documentos.

Según el plan, la industria turística vietnamita participará en eventos internacionales como el Foro de Turismo de la ASEAN ATF 2023 en Indonesia; la Feria de Turismo ITB en Berlín – Alemania; la Feria Mundial de Viaje de Londres, en Reino Unido; y la Organización de medios de Turismo de Vietnam en el canal televisivo. Además, se celebrará el Año Nacional de Turismo 2023 en la provincia central de Binh Thuan con el tema “Binh Thuan-Convergencia verde”./.

Croissance impressionnante après la pandémie

Selon le directeur général de l’Administration nationale du Tourisme, Nguyen Trung Khanh, en 2022, le tourisme mondial s’est redressé plus lentement que prévu, notamment en Asie.

A l’intérieur du pays, plusieurs mesures importantes ont été prises, aboutissant à des résultats remarquables en faveur de la reprise économique après la pandémie.

Depuis la reprise totale des activités touristiques à partir du 15 mars 2022, plusieurs indicateurs du tourisme se sont améliorés de façon encourageante.

Selon le directeur général de l’Administration nationale du Tourisme, Nguyen Trung Khanh, le Vietnam a accueilli l’année dernière environ 3,66 millions d’étrangers, représentant plus de 70% de l’objectif fixé au début de l’année. Le pays a comptabilisé 101,3 millions de touristes vietnamiens, bien au-delà des 85 millions de 2019, avant la pandémie de COVID-19. Le chiffre d’affaires total était estimé à 495 billions de dongs, représentant 66% du montant de 2019.

Cette croissance spectaculaire du tourisme intérieur après l’épidémie de COVID-19 est une lueur d’espoir dans le contexte d’un tourisme international toujours confronté à de nombreuses difficultés à l’échelle mondiale.

Le Vietnam a été, le 15 mars 2022, l’un des premiers pays de la région à rouvrir ses frontières aux touristes internationaux.

Selon le Forum économique mondial, l’indice de développement des voyages et du tourisme (Travel & Tourism Development Index – TTDI) du Vietnam en 2021 était classé au 52e rang, en hausse de 8 places par rapport à 2019. Il a ainsi figuré dans le groupe des trois pays affichant la meilleure progression au monde.

Aux World Travel Awards 2022, le Vietnam a remporté 16 des catégories de prix à l’échelle mondiale et 48 des catégories de prix à l’échelle asiatique.

Ces 5 dernières années, le Vietnam a été honoré à trois reprises en tant que première destination patrimoniale du monde, et a reçu à quatre reprises le titre de meilleure destination d’Asie.

Dès la réouverture de son tourisme, le Vietnam s’est concentré sur la promotion du programme de communication sur le thème « Live fully in Vietnam » (Vivre pleinement au Vietnam) pour attirer les visiteurs étrangers.

A l’occasion de l’organisation des 31es SEA Games (Jeux d’Asie du Sud-Est) au Vietnam, le secteur du tourisme s’est efforcé de promouvoir fortement son image auprès des sportifs et touristes régionaux.

Des développements révolutionnaires attendus

Cependant, le secteur du tourisme est toujours confronté à des défis et difficultés.

Le tourisme mondial n’est pas encore revenu au niveau de 2019. Bon nombre des principaux marchés touristiques du Vietnam ne sont pas encore complètement rouverts.

En ce qui concerne la promotion du tourisme, le Vietnam entend participer à plusieurs événements internationaux, dont le Forum du tourisme de l’ASEAN (ATF) 2023 en Indonésie, des foires du tourisme en Allemagne et au Royaume-Uni. Il envisage également de renforcer la publicité sur de grandes chaînes télévisées internationales telles que CNN. Des événements sur le tourisme au Vietnam sont prévus dans différents pays de l’ASEAN, en Asie, en Europe et en Amérique du Nord, outre l’Année nationale du tourisme 2023 – Binh Thuan.-VNA

The tourism sector plans to welcome 110 million tourist arrivals this year, including 8 million foreigners, for 650 trillion VND (27.39 billion USD).

Impressive post-pandemic growth

According to Nguyen Trung Khanh, General Director of the Vietnam National Administration of Tourism (VNAT), given the slow tourism recovery worldwide last year, domestic agencies took a series of measures which subsequently proved effective in contributing to the country’s overall development after the COVID-19 pandemic.

Since March 15 last year, tourism activities have resumed, and the sector has so far recorded encouraging results toward its targets.

Last year, about 3.66 million foreigners visited Vietnam, exceeding the yearly target by over 70%. The number of domestic travelers stood at 101.3 million, much higher than the 85 million arrivals posted in 2019, the year before the pandemic. As a result, the sector earned approximately 496 trillion VND (nearly 21 billion USD), down 34% from 2019.

The spectacular growth of the domestic market was a silver lining of the cloud, affirming its role in the development of the industry given difficulties facing international travel on a global scale.

With its tourism reopening, among the earliest in the region, Vietnam is rated by the World Tourism Organization (UNWTO) as one of the countries boasting the most open-door policy in the world.

According to the World Economic Forum’s 2022 report, the development capacity index of Vietnam’s tourism in 2021 ranked 52nd, up eight places compared to 2019, making the nation one of the three with the best growth in the world.

At the World Travel Awards 2022, Vietnam won 16 award categories in the world and 48 in Asia.

In the last five years, the country was honored as the world’s leading heritage destination three times, Asia’s leading destination four times, and Asia’s best golf tourism destination sixth time.

Immediately after its resumption of tourism activities, the Southeast Asian nation focused on promoting a communication programme, themed “Live fully in Vietnam”, to attract international visitors.

When Vietnam hosted the 31st Southeast Asian Games (SEA Games), the industry took advantage of the opportunity to strongly promote the image of a safe, friendly, and attractive destination to sports delegations and international tourists.

Expectations of breakthrough developments

Apart from such a “spectacular” comeback after being heavily affected by the pandemic, the industry still faces a number of difficulties and challenges.

World tourism is recovering but has yet to return to the level of 2019. Domestic tourism continues to grow but it is expected to slow in the coming months. In addition, many of Vietnam’s main tourist markets have not fully opened so far.

The sector has set a goal to host 110 million tourists this year, including 8 million foreigners, for 650 trillion VND.

It will focus on key tasks of announcing the planning of Vietnam’s tourism for 2021-2030 with a vision to 2045 after it is approved; as well as implementing the Vietnam tourism marketing strategy to 2030 and pending projects on developing smart and community-based tourism.

It also plans participation in a slew of international tourism promotion events such as the ASEAN Tourism Forum 2023 in Indonesia, the ITB Berlin tourism trade fair in Germany, and the World Travel Market London in the UK. Vietnam’s tourism will continue to be advertised on CNN and a number of other major international communication channels; and be introduced to its key markets like ASEAN, Northeast Asia, Australia, Europe, and North America via Vietnamese agencies, localities, and businesses. Meanwhile, with over 200 special events to be held, the Visit Vietnam Year 2023, themed “Binh Thuan – Green Convergence”, is a highlight of the year and a chance for the south-central province and other localities nationwide to promote tourism recovery and development./.

疫情后令人瞩目的增长

越南文化体育与旅游部旅游局局长阮重庆表示，2022年随着世界经济和政治形势的波动，世界旅游活动并未如预期恢复，而是缓慢进行，特别是在亚洲地区。

在国内，文体旅游部和旅游业积极主动落实多项重要任务和措施，取得突出成效，为疫情后经济复苏和发展作出了重要贡献。

2022年是自3月15日以来新常态下恢复旅游活动的第一年，截至目前，旅游目标已经取得了非常可喜的成果。

阮重庆指出，2022年，越南接待国际游客量约达366万人次（超过年初设定目标的70%）。国内游客量达1.013亿人次，远远超过 2019 年COVID-19 大流行之前的8500万人次。旅游总收入约达 495万亿越盾，与 2019 年相比达66%。

COVID-19 疫情后国内旅游市场的惊人增长是一个亮点，肯定了这个市场在国际旅游业仍然面临许多困难的背景下对旅游业发展的作用。

随着 2022 年 3 月 15 日旅游活动的重新开放，越南被世界旅游组织（UNWTO）评估为世界上政策最开放的国家之一。越南也是该地区最早开放的国家之一。

据世界经济论坛的2022年报告，2021年越南旅游发展能力指数排名世界第52位，比2019年上升8位，增长幅度为世界前三国之一。

在2022年世界旅游大奖中（World Travel Awards 2022），越南旅游业出色地获得了16个世界顶级奖项和48个亚洲顶级奖项。

近5年来，越南3次荣获世界最佳遗产目的地奖；4次获得亚洲最佳旅游目的地称号；越南在2022年世界高尔夫大奖中第六次获得“亚洲最佳高尔夫旅游目的地”称号，越南地方和企业获得许多其他享有盛誉的国际称号。

旅游业重新开放后，越南立即以题为“尽情享受越南”（Live fully in Vietnam）着重推广媒体计划，以吸引国际游客。

在第31届东运会在越南举行之际，旅游部门借此机会向各国体育代表团和国际游客大力宣传越南旅游安全、友好、颇具吸引力的形象，为东运会的成功举办做出了贡献。值此之际，越南制作了《越南：为爱而去！–让我们闪耀并充实地生活”（Let’s shine and live fully）短视频。

期待突破性进展

除了在受COVID-19大流行的严重影响后强势归来之外，旅游业仍然面临一些困难和挑战。

世界旅游业持续复苏，但并未回到2019年的水平；国内旅游继续有增长，但增速将放缓；越南许多主要旅游市场尚未完全开放。

2023年，越南旅游业设定了接待游客量达1.1亿人次的目标，其中国际游客量约为800万人次，国内游客量约为1.02亿人次，旅游营业总收入达650万亿越盾。

旅游部门将重点实施在获得政府批准后公布《2021-2030年和远景展望至2045年越南旅游体系规划》；到2030年越南旅游营销战略，“应用第四次工业革命技术发展智能旅游，促进旅游业成为经济支柱”提案，发展越南社区旅游提案等核心任务。

在推广工作中，旅游部门将参加在印度尼西亚举行的东盟旅游论坛（ATF 2023）；德国柏林旅游展览会 （ITB）；英国伦敦世界旅游展览会（WTM）等国际旅游活动；在美国有线电视新闻网（CNN）和一些主要国际媒体频道推广越南旅游潜力。与越南旅游协会、旅游发展扶持基金、各地方和企业协调配合，继续在东盟、东北亚、澳大利亚、欧洲、北美等主要市场开展推广越南旅游的活动。与平顺省配合，在平顺举行2023年国家旅游年活动等。（完）

The TH School in Vinh city, the central province of Nghe An, welcomed its first batch of students on August 17.

In the first year of operation, TH School Vinh City aims to train 75 students at the 10th grade. In the following years, the school will recruit more teachers and increase subjects, offering more choices for students.

Eating at home, studying in international school

TH School is the first international education establishment set up its campus in Vinh city, bringing fresh life to training programmes in Nghe An in the spirit of inspiring students to create a generation of leaders.

The curriculum at TH School Vinh City follows the 80% – 20% educational model, in which 80% of learning time will be spent on Cambridge IGCSE and A-levels programmes. All classes are taught in English by qualified teachers. The remaining 20% time is devoted to Vietnamese studies.

According to Stephen West, Superintendent of TH School, previously, students in Vinh who wanted to study international programmes or experience international programmes before studying abroad, had to go to big cities like Hanoi and Ho Chi Minh City and live away from their families.

The operation of TH School’s Vinh campus which provides the IGCSE programme, gives students the opportunity to access the Cambridge IGCSE right at their hometown.

Recalling the days of starting the TH School project six years ago, Huong said that several schools at that time were operating under international models but they were still limited by Decree No.73/2012/ND -CP on requirements for investors (required to be foreign individuals or organisations), and the percentage of Vietnamese students of between 10% – 20% for each school. These limited the access of Vietnamese students to such schools.

“After six years, the maturity of generations of students who studied at TH School is the most obvious evidence of success”.

Вспоминая дни, когда она начала создавать проект школьной системы TH, г-жа Тхай Хыонг отметила, что некоторые школы в то время работали в соответствии с международной моделью, но они все еще были разделены в зависимости от уровня каждого класса или более-менее ограничены Указом 73/2012/ND-CP о требованиях к инвесторам (обязательно иностранные лица/организации) и долей принятых вьетнамских студентов не превышающей 10-20% в зависимости от уровня, что делало уровень международной интеграции студентов все еще проблематичным.

Возможности для учеников Нгеана

В 2022-2023 учебном году в школе TH в Вине обучается 100 учеников 10-го класса. 8月17日下午，乂安省荣市TH学校迎来首届学生。在第一个学年，荣市TH学校设定了招收75名高中一年级学生的目标。在后续的学年，该校将招聘更多教师，增加科目，从而为学生提供更多的学习课程选择。

The group has utilized high-tech solutions in dairy farming and milk processing in a project with a total investment of 1.2 billion USD. It was recognised in 2020 by the World Records Union as a concentrated farm cluster with the world’s largest closed-loop production process. With this project, TH took the lead in converting from conventional to organic farming with EU and USDA (US Department of Agriculture) organic certifications.

TH utilizes high-tech solutions in all stages of the closed-loop process, including the world’s most advanced dairy management system AfiFarm of Israel, New Zealand’s veterinary and disease management process, and wastewater treatment equipment and processes from Japan, Israel, and the Netherlands.

The decision to invest in these modern technologies and equipment requires a large sum of money, but that investment orientation has laid the foundation for the development of TH Group over the past 10 years as well as for the dairy farming and clean fresh milk processing industry, creating a revolution in the Vietnamese dairy market, especially changing consumer habits from reconstituted milk to fresh milk.

In addition, with the circular economic model, Huong and TH Group have taken advantage of the natural conditions of Nghia Dan district in the central province of Nghe An, which has a harsh climate and is hot all year round, to improve production and business efficiency.

Since 2020, TH Group has invested in solar panel systems right on the roofs of the farm cluster, in order to generate a “green” power source to serve production demand. As of 2022, in Nghe An alone, TH had nine rooftop solar power projects, covering all the roofs of its farms and factories in Nghia Dan district. These panels have been connected to the national grid. This green and clean power source has met the electricity consumption needs of the entire TH farm cluster.

In addition to the application of high technology in organic farming, and the active use of green energy sources, TH Group also focuses on protecting water resources, founding and participating in environmental protection organisations, collecting and recycling packaging and reducing plastic waste. It has helped change the habits and production methods of farmers around the project areas, thereby contributing to a more civilised and advanced farm life.

From her experience on the land of Nghe An, Huong continues to bring the TH brand to the world with projects in Russia and Australia.

When being asked about the key to TH’s success, Hero of Labour Thai Huong shared: “Humanity is the light guiding the brand. From the first day, I identified five core values of TH products, building TH’s international brand: ‘True Happiness’ with obvious humanity and for community health. And I have stuck to those values under all circumstances.”

She and TH pioneered the creation of healthy consumption trends, which has opened up great opportunities for the entire market. The highlights are the four revolutions: fresh milk, healthy drinks, an organic revolution, and a nutritional revolution for Vietnamese people.

TH has not only created a breakthrough and laid the foundation for the fresh milk industry, but also focused on developing nut milk products with natural sweetness from the date palm, which can help reduce blood sugar and obesity.

After fresh milk and nut milk, TH continues to develop projects for the conservation, development and processing of herbs. Что касается места и роли культуры, то, по словам президента Хо Ши Мина, культура является одним из четырех важных направлений развития страны: «В деле строительства страны есть четыре проблемы, которые должны придавать равное значение: политической, экономической, социальной и культурной областям».

Он указывал на тесную связь между культурой и другими областями: культуре нельзя стоять в стороне, «но она должна быть и в экономике и в политике», и наоборот, экономика и политика также должна быть «в культуре».

На первой Национальной культурной конференции в 1946 году президент Хо Ши Мин подтвердил, что «культура должна освещать путь нации»; на Национальной культурной конференции 1948 года президент Хо Ши Мин продолжал подчеркивать: «Культура освещает путь к развитию и прогрессу общества». Этот его тезис демонстрирует неподвластное времени видение, подчеркивающее ведущую роль культуры в развитии каждой страны.

Для создания национальной культуры президент Хо Ши Мин подчеркнул необходимость создания духа независимости и самоусиление, укрепления гражданских прав, построения экономики и всех дел, связанных с благополучием людей в обществе.

«Что касается образования, – подчеркнул он, – построение образования является неотложной задачей, имеющей стратегическое, фундаментальное и долгосрочное значение, результатом которого является «превращение нашей нации в смелую, патриотичную, трудолюбивую нацию, достойную независимого Вьетнама». Поэтому первым важным делом, как только страна обрела независимость, стал немедленный запуск кампании против «врагов невежества».

“Что касается культуры и искусства, президент Хо Ши Мин дал основные точки зрения, ориентирующие для построения культуры и искусства революции: «Искусство и культура также являются фронтом”.

Это содержание подчеркивает точку зрения президента Хо Ши Мина в утверждении роли места культуры и искусства в революционном деле, считая культурный фронт столь же важным, как и военный, политический, экономический фронты.

Наряду с его глубокими мыслями о культуре, президент Хо Ши Мин также является образцовым примером обучения, сохранения древних ценностей и хорошей защиты культуры нации. В частности, он очень уважает, сохраняет и делает национальный язык ясным, чтобы поднять уровень вьетнамской культуры: «Язык – это чрезвычайно старое и чрезвычайно ценное достояние нации. Мы должны сохранить его, лелеять его, делать его все более и более распространенным». Мысли и взгляды президента Хо Ши Мина на культуру являются основой и фундаментом для нашей партии, чтобы разработать путь развития передовой вьетнамской культуры, проникнутой национальной идентичностью. Особенно в период Доймой (Обновление), проведения развития социалистически-ориентированной рыночной экономики, ускорения индустриализации, модернизации и международной интеграции, наша партия постепенно всесторонне и глубоко осознала роль культуры и продвижение культурных ресурсов в отношении дела строительства и защиты страны.

«V конференция ЦК партии 8-го созыва (июль 1998 г.) приняла тематическую резолюцию «Формирование передовой культуры, проникнутой национальной идентичностью». В резолюции утверждается: «Культура является духовной основой общества, одновременно целью и движущей силой социально-экономического развития. «Роль культурных ресурсов в отношении развитии обобщена также в Платформе строительства страны в период перехода к социализму (дополнена и развита в 2011 г.). Платформа утверждает, что «строительство передовой вьетнамской культуры, проникнутой национальной идентичностью, всесторонним развитием, единством в многообразии, а также духом гуманизма, демократии и прогресса, связывание культуры с общественной жизнью становятся прочной духовной основой, важной эндогенной силой развития».

Документ XIII Национального партийного съезда установил: «Принимать культурные ценности, особенно вьетнамские, как важную эндогенную силу для обеспечения устойчивого развития»; «Построение всестороннего развития вьетнамского народа тесно связано с гармонией между традиционными и современными ценностями».

XIII Национальный партийный съезд определил совершенно новые, глубокие, всесторонние взгляды и руководящие принципы, совершающие прорывы в развитии культуры и вьетнамцев. Это важный путь для всей партии, всего населения и всей армии в достижении новых успехов в строительстве, развитии культуры и вьетнамского народа в новую эпоху.  В нынешних условиях глобализации и широкой международной интеграции, уделение внимания развитию культурных и человеческих ресурсов, максимальному продвижению потенциала «мягкой силы» страны является одной из важных движущих сил, способствующих устойчивому социальному развитию и в то же время укрепляющих имидж и положение Вьетнама на международной арене./.

President Ho Chi Minh was a man of great culture in Vietnam and the world at large. In the treasure of the President’s ideology, viewpoints on culture hold significance and great value, directing and orienting the building and development of Vietnamese culture.

Through a review of theory and reality, President Ho Chi Minh introduced a concept of culture that for survival as well as the purpose of life, humankind created and invented language, writing, morality, law, science, religion, literature, arts and tools for daily activities in terms of clothing, food, and accommodation, and methods of use. All of these creations and inventions are culture, he added.

President Ho Chi Minh’s conception pointed out both the dynamic and structural origins of culture.
Regarding the position and role of culture, the President called it one of the four important areas for national development, together with politics, economy, and society.

He also highlighted the close links between culture and other aspects of life, saying culture should not be left out but integrated into the economy and politics, and vice versa.

At the first National Cultural Conference in 1946, President Ho Chi Minh stressed that culture lights the way for the nation, and reiterated culture’s role in the 1948 conference, saying culture lights the way for social advancement and progress. His view mirrors a timeless vision, underlining that culture has a leading role in the development of each nation.

National culture building requires that of the spirit of independence and self-reliance, civil rights, economy, and all causes relating to people’s social welfare, according to the leader.  

He also called educational development an urgent, strategic, and long-term task which makes Vietnamese people courageous, patriotic, and work-loving, deserving of an independent Vietnam. Therefore, the priority task right after the country gained its independence was launching a campaign against illiteracy.

For art as a part of the culture, President Ho Chi Minh gave basic viewpoints orienting revolutionary art, saying culture with art is also a front. He evaluated the role and position of culture and art in the revolutionary cause as important as that of military, political, and economic fronts.

The late leader also noted that the preservation of relic sites plays a crucial role in national construction. Therefore, only more than three months after the declaration of national independence, he signed and announced Decree No. 65/SL dated November 23, 1945, on ancient relic site preservation across the country, including communal houses, pagodas, temples, palaces, citadels, tombs, steles, objects, degrees, and books.

In cultural building, he laid an emphasis on promoting quality national traditions and acquiring new things from the world’s advanced culture to build a culture of the nation, science, and culture for the masses.

Preserving and upholding traditional cultural identities and values going in tandem with taking in the cultural quintessence of mankind has created a new culture in Vietnam, which both carries traditional characteristics and matches mankind’s civilisation and advancement.

Along with his in-depth cultural ideology, President Ho Chi Minh set a bright example in studying and preserving the traditional values and fine culture of the nation. Notably, he treasured, preserved, and standardised the national language to advance Vietnamese culture.
“Language is a precious generational asset of our nation. We must preserve, treasure, and make it widespread,” he said.

The President’s ideology and views on culture have served as a foundation and a ground for the Party to set a pathway for building an advanced culture deeply imbued with national identity. Specifically, during the Doi Moi (Reform) and the cause of socialist-oriented market economy development and the acceleration of industrialisation, modernisation, and international integration, the Party has been more comprehensively and intensively aware of culture’s role and cultural resource utilisation in national construction and defence.

The 5th plenum of the 8th Party Central Committee in July 1998 issued a thematic resolution on building an advanced culture deeply imbued with national identity. It said culture is the spiritual foundation of the society, the target, and momentum of socio-economic development.

Culture’s role in national development was also summarised in the Platform for National Construction in the transitional period towards socialism (supplemented and adjusted in 2011). The platform highlighted the building of an advanced Vietnamese culture deeply imbued with national identity, with comprehensive development, unity in diversity, the spirit of humanity, democracy and progress; making culture closely linked and permeated into the entire social life, becoming a solid spiritual foundation, an important endogenous power for development.

The document of the 13th National Party Congress said: “Taking cultural values and Vietnamese people as the foundation, important endogenous power to ensure sustainable development”; and “Building Vietnamese people with well-rounded development, and closely and harmoniously combining traditional values and modern values.”

The 13th Party Congress identified very new, profound, comprehensive, and breakthrough views and policies on the development of culture and people. They serve as an important direction for the entire Party, people, and army to make new achievements in the cause of building and developing Vietnamese culture and people in the new era.

In the current context of globalisation and extensive international integration, attention to developing cultural and human resources and maximising the country’s “soft power” is one of the most important driving forces to promote sustainable social development, and raising Vietnam’s image and position in the international arena./.
